24 Hours

A new show on the Fox network is called 24 hours and purports to each week show 1 hour of real-time action. Over the season (I assume) there will be 24 episodes which should mean 24 hours of first run television.

But wait a minute, a recent survey showed that the average 1 hour TV show was really 42 minutes of show and 18 minutes of commercials. If we multiply 42 minutes per show times 24 shows we get 16 hours and 48 minutes.

In that case, shouldn't the show have been called 16 hours and 48 minutes instead of 24 hours?
