Is Saddam Cooperating
With Saddam Hussein's recent announcement to begin destroying his 100+ Al Samoud 2 missiles, many believe that inspections are beginning to work. Most notably French President Jacques Chirac. The reality is that Saddam is playing the international community the same way he did back in 1991. Nothing much has changed. He will refuse to follow the ceasefire agreement he signed back in 1991 until he sees military action as imminent and then back down just enough to forestall an attack.
Too many believe that the inspectors are doing the job the UN sent them to do. Wrong! They were sent to inventory declared Iraqi WMD and to supervise their destruction. They were not sent - as many have been led to believe - to find hidden WMD. No amount of searching under ever rock will result in finding and destroying Saddam's illegal arsenal. Had Iraq included all of its hidden WMD in its December 2002 declaration, they would in all likelihood been destroyed by now and the need for military action have been averted. Instead Saddam plays the international community for a fool and the possibility of military action to remove him becomes ever more likely.
Until the international community sees Saddam for who he really is, France, Germany and Russia will attempt to assert their self importance and give Hussein a vision of division within the international community. Hussein will give away only the absolute minimum he has to prevent his removal meanwhile continuing to build his WMD arsenal. An arsenal that may well be sold to terrorists with the means to pay him well.
